Hillside Township Ordinances

§ 291-18.1. Permit Parking

Alarm Systems

§ 106-6a and 106-6b. Registration; Permits.

A. Any person who owns or operated a police alarm device or a local alarm shall make written application for the continuance thereof to the Police Chief, which application shall contain at least the location of the device, the name of the installer of the device the type of device, provisions relating to false alarms and testing procedures, a list of persons to be contacted in the event of an alarm and other information as may be required by the Township Council.

B. [Amended 3-7-1995; 3-17-1998] Local alarms shall be registered providing such information and on such forms as the Police Department shall require; and (1) In the case of alarms in residential structures, a one-time registration fee of $10 shall be paid to the Township of Hillside contemporaneous with such registration by the owner or occupant and by each subsequent owner or occupant of such residence; or (2) In the case of alarms in commercial or industrial structures, a registration fee of $35 shall be paid to the Township of Hillside contemporaneous with such registration by the owner or occupant and by each subsequent owner or occupant of such commercial or industrial structure and annually thereafter on the anniversary date of such registration for so long as such structure maintains an alarm. § 106-8c. General regulations; false alarms.

C. In the case of a false alarm, any person having knowledge of the same shall immediately notify the Police Department. In addition, in the case of a false alarm, the Police Chief shall cause an investigation to be made and keep a record of such alarms. For such alarms that are determined to be of a false nature, the Mayor, through the Hillside Police Department, shall cause the following action to be taken against the alarm owner/user:

1. In the event of the occurrence of three false alarms in any calendar year, the alarm user shall, within three working days after notice to do so, complete a written report to the Police Chief setting forth the cause of the false alarm, if known; the corrective action taken; whether the alarm system has been inspected by an alarm service company; and any such other information and the Chief of Police may reasonably require.
2. A warning shall be given upon the occurrence of a third false alarm in any calendar year by the Police Chief or his representative.
3. For the fourth false alarm in any calendar year, an assessment of $75 shall be imposed against the alarm user and shall thereupon be payable to the Township of Hillside.
4. For the fifth and all subsequent false alarm(s) in any calendar year, an assessment of $100 shall be imposed against the alarm user and shall thereupon be payable to the Township of Hillside.
5. In addition to the assessed fees provided in § 106-8c of Chapter 106 of the Revised General Ordinances of the Township of Hillside, 1971, if the fourth false alarm, or any succeeding false alarm, has resulted from a failure on the part of the alarm user to take the necessary corrective action after notification by the Police Department, the Police Chief may order such alarm user to disconnect such audible alarm or alarm system. Written notice of such an order shall be served on the alarm user who shall disconnect the system forthwith. An order may not be served upon a user whose system is required by law to be maintained.

Parking § 11-5A Overnight Parking of Trucks and/or Buses

1. No person shall park the following vehicles overnight on any public street or municipal property in the Township of Hillside: Any tractor truck cabs with or without trailers attached; or any trailer or combination of trailer(s) incapable of being moved on its or their own power. Pick up trucks, vans or trucks or any type of commercial markings. Trucks or any type loaded or equipped in a manner that would lead a reasonable observer to believe that same was being used for commercial or industrial purposes. Buses of any type. Jitneys and taxi cabs.
2. Overnight parking for the purposes of this ordinance shall mean and include parking after 11:00pm and before 6:00am of any day.
3. (i) Any person, association or corporation who shall violate the provisions of this ordinance shall, upon conviction, be subject to a fine of not less than $100.00 nor more than $500.00, or imprisonment for a period not to exceed thirty (30) days, or both, at the discretion of the court. (ii) In addition to the above penalties set forth in subsection
4. (i) of this section of this ordinance, the Township Police Department, after the issuance of a second summons involving the same vehicle within a thirty (30) day period, may cause such vehicle to be towed or otherwise removed from the public street or municipal property, with the owner of such vehicle being responsible for the cost of such removal.
5. The provisions of this ordinance shall not apply to vehicles owned by a public utility, as defined in N.J.S. 48:2-13, when such vehicles are being used for work in connection with the furnishing or supplying of the commodity which by law the public utility is authorized to furnish or supply.

1. Section 2. All ordinances or parts of ordinances inconsistent herewith are hereby accordingly repealed to the extent of any such inconsistency.
2. Section 3. This ordinance shall take effect twenty (20) days after final passage by the Township Council and approval by the Mayor, and according to law.
